I don't know everything about it, but I know you get +20 Elec, and when you color out the charge shot is a Plasma Shot, and non-element cards that don't dim the screen blind your opponent.
actually to get all the cards you need to save up the noise frags and trade them in. Mr. Hertez are the same way. at wazza theres a place you can trade them in for cards and programs. hope that helps :D

there's a noise frag vendor where you can buy cards and stuff from using these things.
