This isnt VIP or rice... Its a car culture in japan called Bosozoku. Now i dont know a lot about it but im pretty sure these guys dont take themselves or their cars too seriously. Its all about the wackiest modifications and massive wide wheels with super long exhausts. I think its pretty cool even though i wouldnt do it myself.
