Atención of Cuba became the world's first numbers station to be officially and publicly accused of transmitting to spies. It was the centerpiece of a United States federal court espionage trial following the arrest of the Wasp Network of Cuban spies in 1998. The U.S. prosecutors claimed the accused were writing down number codes received from Atención, using Sony hand-held shortwave receivers, and typing the numbers into laptop computers to decode spying instructions, to which the FBI testified.
These are coded messages to Cuban spies here in the USA. They listen via
shortwave with "one pad" decoding system. The "one pad" means that
the code for understanding each message is obsolete at the end of the message
and so there is no unified code system "to break". Also since it is impossible to know who is listening to these messages the spies here in the USA are

Notice in the background another station was sending the Morse for the letter "p" over and over again....was it jamming?....or was it a slave station set up to foil goniometer tracking stations?
