"Sam" is just a name of a fictional character for the song. Calling someone a "gun" is another way of saying they are sharp, cool, etc... Like saying, "That guy's a real pistol!" The entire song is about racial and social prejudice and the subsequent resistance given by those that are attacked for their differences. Unfortunately Sam doesn't do so well with his resistance...
