He probably was discouraged by their slow reaction. He could have been seriously hurt whereas the guards just kept sitting. At this moment, he relized that he couldn't 100% rely on his body guards.

Look at how many steps the security guys take to reach the thrower. That's an 8 metre throw minimum, the camera makes it seem closer so it looks like GWB has fast reflexes, but you'd see that shoe coming a long ways off plus the thrower's already standing up and visible for his second pitch. That has to be the most important shoe throwing in history and the thrower is at the top of his game.
