Mine was like a level 26-29 when I evolved it but the best way to find out is to go to team then click the pokemon you want to evolve, go to summary, go to the last page of the summary and it says evolution for it. It should say either: Possible, Not Now, or No More

First time I played the game, this is what made me lose interest. It was just something about how you and your partner didnt have to go on missions together anymore, little to no more active dialogue, and the evolving just turned me off to it. Like the characters lost all their personality.

Ok what you do is make the Pokemon you want to evolve the Leader, then go back to your Base and get the Menu up and go on team, then put all the other team mates on stand-by except for the Pokemon you're using, then go to Whiscashs pond and go into the cave.

You have to beat the game, unlock the dungeon, and then go out for a mission. Your partner should stop you and tell you the rest. I made my main guy (cubone) become a marrowak and my partner (squirtle) become a warturtle!
