Then October 1986- Regan signs the Anti-Drug Abuse Act (Cost= $1.7 billion). This mandates minimum penatlies for drug offenses. Crack is developed and thrown in the list.
2003- the still not legal Drug Anti-Proliferation Act becomes enacted (legalized) targeting ecstasy, predatory drugs (weed), and methamphetamine.
This year alone 45billion dollars has been spent by the government to keep up with the War On Drugs. 1.7 million people have been arrested for drug offenses.
The U.S War On Drugs is a complete failure and unconstitutional. The U.S. has the largest percentage of its population incarcerated in the world! Since 1971 the U.S. has pushed its drug believes on over 4 continents and killed thousands of innocent people. They have contaminated crop fields in attempts to kill production. In the UK cannabis was de-criminalised (it has since been re-criminalised) but it was always illegal.
In the UK the law was that having a small amount on you for personal consumption was fine, as long as you weren't outside a school or something. However dealing still gave you a hefty fine or jail time so basically you're not just throwing people who like to get stoned in jail.
It was a complete failure in the UK, both sides hated it.

Obama does NOT want to legalize marijuana. Legalizing marijuana would mean legalizing the growth of HEMP. The U.S would lose the relationship of Canada since hemp is legal in Canada. Canada is one of the U.S importer of hemp. This honestly is NOT a marijuana issue, but a HEMP import from other countries to keep a relationship with those other countries.

There seems to be a great deal of confusion out there regarding this statement. I would suggest, "Decriminalize" means he doesn't want to ruin a teenager's life by sticking them with a criminal record, if they get caught with a few grams of weed. I assume it would be made a civil offence, perhaps a fine akin to a parking ticket. "Legalize" means buying it at corner stores, government regulation etc.

Weed is dangerous, very dangerous. Its damage to the lungs is undeniable. However, it is not too terribly addictive. Outside of the lungs, a keg of boos does more damage to the body than weed.
If a young man or woman makes such a mistake as to get into this stuff, such an act should not destroy his or her future.
Smoking a joint should be considered no more severe than a traffic violation.

That's the sad reality.
The CIA and others appointed by Nixon, Reagan and Bush Sr. only benefited by convincing Congress to give their War on Drugs programs more funds. It was actually the CIA that brought large drug imports into the US from Costa Rica and Colombia (I believe) in a deal with anit-communist fighters. The infamous Ricky Ross in Los Angeles happened to come across some of these imports and ingeniously made money from their distribution.

This presumption on my part is buttressed by the fact that the great majority of those who voted for him in exit polls said they were concerned about the economy and national security - not marijuana.

In the UK cannabis was de-criminalised (it has since been re-criminalised) but it was always illegal.
In the UK the law was that having a small amount on you for personal consumption was fine, as long as you weren't outside a school or something. However dealing still gave you a hefty fine or jail time so basically you're not just throwing people who like to get stoned in jail.
It was a complete failure in the UK, both sides hated it.

Obama does NOT want to legalize marijuana. Legalizing marijuana would mean legalizing the growth of HEMP. The U.S would lose the relationship of Canada since hemp is legal in Canada. Canada is one of the U.S importer of hemp. This honestly is NOT a marijuana issue, but a HEMP import from other countries to keep a relationship with those other countries.
I would love for marijuana to be legalized. Able to go to the local smoke shop and buy it without harassment. Privately smoke it in my home.

There seems to be a great deal of confusion out there regarding this statement. I would suggest, "Decriminalize" means he doesn't want to ruin a teenager's life by sticking them with a criminal record, if they get caught with a few grams of weed. I assume it would be made a civil offence, perhaps a fine akin to a parking ticket. "Legalize" means buying it at corner stores, government regulation etc.
