i talk to my budgie all the time and he responds appropiatly for example when i say "give us a kiss" he either gives me one/makes a huge 'kissy' sound/does both at the same time them he says "aww...love you too!" - no joke! he really does it so cute so yes anyone can talk to animals but only a select few know what on earth you are saying! or know how to respond..
