Ive been having the same problem, Ever since ive relocated up north from florida my car has been attacked by rust that never accured in florida. The result has been wear on parts like bearings and pulleys. I can even see the tell-tell signs on metal parts of your engine block.
My car is now old so i expect certain parts to now go bad, but its important to examine parts that look weathered. and always work to keep road salt off the car.
Use a screwdriver and place on your ear (lke a stephoscope) and place it on each driven pulley bases, youll heard the source of noise, mine was the alternator one way clutch good luck.
Turned out to be a bad belt tensioner ... I replaced the tensioner and the noise is gone. New tensioner looked slightly different, so maybe Dodge redesigned it
I believe its the power steering pump. When the bearings go on the pump it sounds like that exactly.You can remove the belt and see if there is any play on the power steering pump pulley , you can also spot a a pulley noise by using a garden hose just cut it to a decent size and place it close enough to any pulley and hear for any rattle sound.
Hard to tell bud, Pulley, tensioner, Stumped? A lot of wind noise to,, so it was hard to hear, Does not sound good but could be some thing simple, Good luck, Please keep us posted,

Turned out to be a bad belt tensioner ... I replaced the tensioner and the noise is gone. New tensioner looked slightly different, so maybe Dodge redesigned it

try seeing id the power steering pulley is pressed on too much, or not enough. If the pulley is out of line with the rest, it will chirp

How Many miles you have? have you changed your spark plugs?
