I fought it on Joshua day 3, Miyashita park, it's a blue noise symbol, called the progfox. if it grows 9 tails it turns into that, and can cause some serious damage.

It's the last one but then there is a special Chapter called Another Day and there you can play as much as you want, collect the pins you didn't collect in the story, fight the secret boss and collect the secret reports to see the secret ending.
