Happened to me as well.... I THINK its's bugged shout, as dragon crash-landed while attempting it (I had subtitles turned on. It was either FUS RO DAH, or the disarming one, but I'm not 100% sure)

I have seen this thing happen before. That one Quest in the Main Story-line where you help Delphane with the Thalmer in trying to find out where the Dragons come from. I walked out of the cave to find a traveler and a Stray Dog. A Dragon appeared and suddenly I try to find out where it was. I turned and found the Dragon attacking something from the air and then it faced me and charged to me. The dragon then grabbed the traveler and then did exactly what that Dragon did, the dog was amazed.

i have had this happen (kinda) my drunk frost dragon somehow made a large trench on a small platform on a mountain. while at the same time crashed halfway down it. try to help it(kill it) but it kept breathing frost attack at me. soooo i used my large stakes (arrows) to bolt him down. =)
