how do you know when you should use a black base instead of a regular or white one? Whats the difference?

i think it depends on the actual shadow.... THINK. If it's more glitter than color or if it's just not very bright and solid, you would use white or skin tone base.

so i just bought this palette at sephora yesterday and i was going to ask you to help me and i found this video...im wearing it today...ill tell you how it goes...wish a new makeup-er luck! =]

now the only thing is if i dont have that black stuff you put on your eyes before the eyeshadow...but i do have the primer that came with the urban decay deluxe box...will that be just as fine?

What do you recommand i use for an all over base and a shade sticks? Like can you recommand something i can order on-line or something that i can just pick up at target....my mall is made up of like 15 stores and that's it! I know it sucks thats why i can't wait to move back to Northern VA next year!!!

urban decay's primer potion is the bestest (in my opinion) cuz u dont have to worry about what color and u can order it from sephora or urban decay's website and other places
