He wanted to point out, that it is much faster to start a flight with the Transrapid (Name of a Train).

Thats because you can get to the Airport much faster (10 Minutes) than you would if you drive a car. Plus, i think he said that you wont have to check in at the Airport, saving you more time...

His Point was, that if you build a transrapi rail from Munich station to the airport, you can get to Munich by train and then within 10 minutes to the airport to start your flight. And if you compare this to other cities like Rome, you need for the trip station - airport a much longer time...

Thats all he wanted to say with these TEN MINUTES!

Zudem kannst du im Deutschen eben nicht S, P und O total beliebig vertauschen! Oh, he did not mean to be funny, but he was, loosing context during speeches regularly. That one is his masterpece, but the "Problembär", a monologue about the necesitty of killing a dangerous bear in bavaria, desoite protecion of the species, comes close. Also a real masterpiece (look up Stoiber Problembär)
