Dude, I've tested his two specials in this game. The damage is point for point IDENTICAL. I don't know what it may have been like in EX3, but here in Revolution, they're the same.

In this game, you use the Sharingan special by pressing down X. Besides, even if you got a new special, that's even MORE chakra cost for what, exactly? Basically, a different animation and start-up attack. The damage done by the two specials is the same. In terms of competitive gameplay, Sasuke's Sharingan transformation is worthless. And since TOMY was going for a competitive, balanced game, it got the boot. Trust me, Sasuke and all those that play him are NOT losing sleep over it. ;)
