I don't think David would ever do something like that intentionally. He has children and no parent would want their child ridiculed and teased at school for something like this. Why not release all of the names? Names are being dropped because the person with the list, which probably doesn't exist, knows that whoever did test positive will come clean because of fear that a list actually exists. It's bait to catch people who actually did steroids.
