Well Central America is still in the Northern Hem.. The same stars should still be seen there as in the States, just a little lower. Once you cross the equator, which is much more south then Central America, you will be in the Southern Hem. and a new set of star to view. In other words the North Star can not be seen, But then again we in the North can not see something like the Southern Cross.
I could be wrong, as I am new to astronomy, myself. But from what I have learned thus far, some objects that can be seen in the US, cannot be seen in South America and vice versa. Simply because the earth itself is in the way. The stars disappear below the north and south horizon the farther you travel in opposite direction that you are viewing.
So..what you can see in Central America, may not be viewable in north america but someone in Central Africa may be able to see the same thing.
So, the star chart used in Central America may be slightly different than that of North and South America.
So to answer your question, yes it does work but ask your local astronomy expert or teacher to be sure as I don't know for for absolute certainty and am guessing based on other knowledge.
Yes. The only difference is where the window is compared with the pivot. In Canada or Alaska, you'd want the pivot near the middle, Polaris is high in the sky. In Central America, the pivot should be near the edge, Polaris is closer to the horizon. Different wheels are made for different latitudes. All of them will work everywhere, but you might see stars that won't show in the window.
