most of the people who stayed in the area had no way of getting out. most of them were elderly or could not afford to leave. they had no where to go. telling them to go and not helping them get out would be like me expecting a person that didn't have any arms or legs to get out of a burning building all by themself. i alerted them to a danger/ theat they didn't have the means to escape. the hurricane was fairly big even if they did decide to walk to another state they still would have met it.
