Kaneda is the guy in red, Tetsuo is the guy with the red cape on and Akira was a similar experiment that went wrong in the same fashion (Hence the Mushroom cloud) earlier. Akira is not seen in the movie until the end as an ascended human being that was long thought to be dead. Oddly enough, Akira is the only person in the whole movie who saves Tetsuo from himself.

The comic is incredible, the movie has mindblowing animation but unfortunatly has a tightly packed story that will require minimum two watches and alot of focus. Even then youll need to do alot of guesswork and realise that alot of the story is referencing the 2200 page comic that was too long to make into a single movie.
