MOST boys, given proper training, can sing that high ... and higher. I've had students who could "show off" by going off the top of the piano! Such aerobatics are not too healthy, though, as constriction of the vocal apparatus is necessary to squeak that high. Fact: boys, before voice change, can sing higher than women ... easily. Then the hormone wash takes all that away.
