Is this on the left Seine bank in Paris? It is my dream to go and dance there when the nights are warm & intimate and romance fills the air.

No, there is no sand on the left bank of the Seine in Paris. The area you're talking about is in a circular ampitheatre-like arena with concrete ground. The left bank of the Seine is paved with cobblestones. When I lived there in 2001, people danced both Tango and Salsa there.  It was a dream come true watching everyone dance ~ also very surreal, only the sound of feet swishing over the concrete floor to the background of tango music.
