why the arabs and the ottomans didnt manage to advance their music styles (which is the same with greek as you say) like the greeks did?

the answer is because greeks had their own music type which they kept and they mixed it with some arabic mostly.

if this music is arabic then there is the problem that arabs are unable to produce good music but its not the same.
