Honestly, he seemed like the only really overpowered CO in Advance Wars 1 to me... which is probably partly why he's my favorite because the sequels were full of 'em.

One thing I noticed with the AI in the first Advance Wars. The AI in Campaign mode will not use a tank to attack one of Max's Md Tanks at full health. However, it's only Max's Md Tanks that have that effect. If you try the same with Andy's or Sami's Md Tanks in the Campaign mode, normal tanks will attack it.

Don't forget that direct attack includes all air units, meaning 150/100 for Max's airforce, superior to Eagle's aerial firepower in AW.

An army of Medium Tanks under Max's command are nigh unstaoppable. You can literally roll right over the opposition like they weren't even there.
