Your computer doesn't have anything to do with downloading speed. (expect if you got 30 years old hard drive that can write 256kbps). Its all about internet connection. I would say he has at least 100 Mb connection.

You can change that, his Action bars are not default. You can also download a lot of add-ons from the forums to get better, good looking actionbars. Default you can have up to 4 action bars, with 20 slots (total of 80 slots!) And then enter your own hotkeys fro them.
