Congress can take over healthcare by their authority to "promote the general welfare" as long as such a program is paid for by uniformly "laying and collecting taxes. But as this country is run by a bunch of oligarchs, you cannot trust Congress to run it honestly. Look at the Social Security Trust Fund - cooking the books, switching funds from one program to another, etc.
