@Anandi06 I think he is Sri Lankan Tamil. and that is a community unique to itself in Sri Lanka ..ppl are bound by nationality( eg indian, Sri Lankan, Malaysian Etc) but also by language, culture, religion and the community around them.. in this particular case he is talking about the expatriate Sri Lankan Tamil community in Toronto, and they call themselves ":tamils" they identify as both sri lankans as well as tamils.
