mailprom is right, its an optical illusion not any sort of magnetic quality or mysterious secrets. There are many magnetic hills(or gravity) hills all over the World.
this is called 'optical illusion'. you are actually going down hill but the terrain is giving you a false impression that you are going uphill. if there was such magnetic pull in this area then all your metal items such as keys, etc would have flown towards the hill.
dear, this is not an illusion. Even the aircrafts have been pulled down by these hills. they dont fly planes in the range of these hills. There's a signboard of Indian Army which explains the magnetic quality of these hills. the road is straight and long but it is uphill. you got to see it to believe it. small metal items can not attract the sufficient amount of magnetic force.

But for that optical illusion the condition is that horizon is not visible in leh its vast area, you can clearly see horizon, so i would say optical illusion theory is somewhat bogus, it may not be magnatic either
That's going downhill, you can't see the horizon so you can't tell whether it's up or downhill. There is absolutely nothing to say that it's uphill except your word.
