There are many of these in north korea, where often entire families are sent to work until they die. They are not given enough food to survive well. Almost everyone who goes will die. It's never quite that easy, particularly given the following: 1. China is terrified of a destabilized North Korea, which could cause hundreds of thousands if not millions of refugees to flood their borders

2. Even if Kim Jong Il were taken out, there's no certainty that it wouldn't trigger a new North-South war not to mention who would take power afterward (who could be even less predictable or worse)
