Arif Alauddin AS MD Enercon Pakistan, was responsible for embezzlement of USD 85.5 Million. Case was registered against him in 1991. Nevertheless, with the blessing of the then Minister Environment Asif Ali Zardari, the responsibility was shifted to a Clerk and assistant Project manager. Same clerk was asked to burn all relevant record and after two months, Arif Alauddin had arranged his permanent immigration in Canada.

Tbh I think the best first step is for Pakistan to stop importing oil and just unearth more of our own domestic reserves (will last about 2 to 3 years) and with the money saved convert all cars/generators in Pakistan to natural gas.
Pakistan has immense reserves of natural gas and the Shale gas (found in large quantities in Sindh and just as much is expected in Punjab) which will save around 400+ billion dollars.
With the money saved we can invest in industry/alt. energy making Pakistan rich
