There's no painting going on there. Its a riser inspection tool. Video camera head and Eddy Current probe provide detailed inspection info. The head section is controlled from above and descends 10 meters below sea level, it gives a good view of how the riser is doing in the splash zone (this is where oxygen mixes with salt water and heat from the riser, makes potential for corrosion in this area)
