I think this song is about a guy who plans on killing himself with a gun in 1999. If you listen to the lyrics, it sounds like someone talking about a way he found to do himself in. A repeater is a gun that has a manual mechanism for loading a cartridge after firing, so I guess an "instant repeater" is a gun with a faster mechanism (I've never heard the term before, though). The song was release in 1996, so the guy's planning to wait a few years. Hence "Instant Repeater '99".
