it's not very hard: some US scientists (gordon freeman) tryed to develop a teleporter (and some other weird stuff) in Black Mesa an thus they opened an interdimensional portalstream through which the Combine got access to the earth - the combine conquered the humans and made them their citizens and then gorden freeman got into a charge of serious events, thus he breaks out a rebellion against the combine reign and destroys their main base (citadell of city 17) on earth :D
