Well, you don't need a passport to travel into Belfast, as its part of the UK. For the ROI, you don't NEED a passport.. but its probably advisable to take one or other official ID. All Ryanair flights require a passport.
@BIASpotter No you don't need one - Britain & Ireland have a Common Travel Agreement between them, and you can move freely between them without needing or being asked for a passport.

@Christian1213 Sadly that is also true, I used to be able to travel on my driving license but not anymore (with Ryanair at least).
I suppose I should also point out that Ryanair will also be withdrawing from Belfast City Airport at the end of October 2010.
