They only solution is to sink all poachers, eventually they will get the message. After waching the documentary " Shark Water" it is the only possible solution. With the coruption in the Costa Rica government even if you manage to capture the poaching vessel it is likely to be set free. I think things are slowly changing in Costa Rica. But money talks and there's no changing that.
