What he doesn't tell you is that if you have a breaker box, you need to flip the switch to OFF before you turn in back to ON. The switch will be in the middle position, not OFF.
in circuit breaker you do not change fuse, you reset it... circuit breakers are made that current flowing through coil inside creates strong enough magnetic field, that can disinage contact, by pulling 1 conductor away from another. there are some cases when short is to strong, and it destroy breaker. in that case call an electrician, as you shouldn't change it by yourself.
fuse is one that you unscrew. when you change make sure you use the same type and current

and with the fuses, your method with the lamp works, but it's not the best idea because in the testing process you could be hooking up for example a 30 amp fuse in a 15 amp circuit, and if you leave it mixed up like that and there is ever an overload on a 15 amp circuit protected by a 30 amp fuse (given the load is between 15 and 30 amps), it would start a fire
1. if turning on the hairdryer causes it to trip, it's more likely an overload or there's a chance it's a short in the hairdryer, not in the house's wiring
2.how bad of a short it is doesn't effect if it kicks over all the way or not. it depends on the type of breaker, some kick over to "off" if they've tripped, while others only go part of the way, and the reset process is to turn it off and then on
you don't have to go through trying each one, you can still see it's tripped

What if the switch is in the off position but when you turn it back on it shows a orange and the lights in those rooms still doesn't come on?

a few mistakes
