After you kill him and he falls out the car the door opens but. If the door gets pushed closed it will lock. Both doors of that car are locked that's why you can't just hijack him. After u kill him a lil scene will pass with you calling someone then it will say mission complete and that's when you get the car. To avoid having the door close make sure the car is on a good slope that gravity won't shut the door
I know a way to get the phenox 100% spawn chance BUT it's hard as hell to do. In the mission that you go from the 3rd city back to the 1st the last guy of that mission escapes in a phenox. You have to block him off with your car get out then shoot him in the head while he is in the car so he can fall out and open the door

Took me a long time but, I finally got a Phoenix. I lost the black with white stripes one which sucks but I found a red one with red stripe. Different reds but the stripe is visible. I was starting to think it was actually impossible.
Oh yeah and a few infernus cars with 'unique' colors. Dark blue and green. And, I found a grey FCR (fullbody with dual exhaust) which was a personal bonus. These little finds make searching for the phoenix tolerable.
Dang man, I've been doing this for a week now. At least two hours a day. Its getting sad. I've found about a dozen hotknifes, four bullets, four turismos, over a dozen euros, some number of hustlers, a crap load of romeros and hundreds of the common cars/vans/bikes. No pheonix.
about the debate on the cheats, i laugh sarcastically on those idiots who pass the game with cheating all the time. If they manage to get past Photo Opportunity and Madd Dogg (which fuck your game up if you cheat too much), you will NEVER get 100% progress. When you have done EVERYTHING, theres stilll 0.01% left that is achieved by completing the game without cheating
hey man look i have a very very easy way to get te phoenix, euros, etc. you have to type on the keyboard GUSNHDE it is a trick to get deportive cars (its icluded the phoenix). i have 2 phoenix and 1 euros (XD)

Cheats make the game boring and effortless, and not worth playing. When there's no challenge, there's no point in playing anymore.

Believe me or not, it's up to you. The Phoenix is extremely rare in the Vigilante mission,and it can only appear in the first couple of levels. Obviously it's impossible for it to appear in Level 4 or higher. As for the Euros, it appears as the Suspect vehicle about as often as the Hotknife does. It appears more often than the Phoenix. It took me hundreds of tries to get this series of videos complete. The Turismo, Bullet, and Phoenix are extremely hard to get in Vigilante, but I've gotten all 3

The only other way to get the Phoenix is to "steal" if from the "San Fierro Hills" street race, which is very easy to do, or take it from the mission "A Home In The Hills", which is harder to do. There are no other ways to get the Phoenix.
Yes, I agree; that's a good technique to get the Phoenix. However you do run the risk that it may disappear from the garage before you get back to it; it happens from time to time. Another technique that I prefer is to start the same race (San Fierro Hills), and drive back to the location of the marker for the race menu (behind Wang Autos). Get out of the car there, wait 30 seconds (to fail the race), and then you're standing next to the Phoenix. It never disappears doing it that way.
Ok, I forgot to comment here when I got them. I got Phoenix, Euros and the Hotknife without ever doing a single mission in the game, including the first mission where we meet Big Smoke. All from following this video. [:

I'm on my way to getting this. I am doing Master Saves on my PC and collecting cars. I was starting to doubt that this works but I got a Hotknife! Going to continue until I get the Phoenix and Euros next.
@Ceielo You can get Phoenix from street race, which you can find at Wang Cars, and you buy Euros after completing export/import-mission. Hope this helps ;)
The Turismo, Bullet, and Phoenix are extremely rare for the Vigilante missions. I got lucky with this video; I'm guessing it took me hundreds of tries to get all of the rare car videos completed, and I never got the Bullet to appear again. The Bullet has only ever appeared once in the Vigilante mission for me, and I wasn't recording the game when it happened.

Yes, the Bullet is very easy to find, but the purpose of these "Vigilante" videos was to show how rare vehicles are also found in the Vigilante missions.

This video makes it look easy to get, but it actually took dozens of tries until the Phoenix appeared as the suspect vehicles. It's very rare that the Phoenix appears.
You can get the Phoenix without blowing up it up in the mission A Home in the Hills, minion12311. All you need to do is kill Big Poppa, and that can be done by shooting him while he's in the Phoenix with a Sniper Rifle (usually at close range); I've done it before, and so have other people (at GTA Forums).
It's the only way to obtain it without cheats until the Street Races are unlocked, which is much later in the story missions, Noobkilla99786. The only other way to get the Phoenix is during the mission A Home in the Hills.

Ok, I forgot to comment here when I got them. I got Phoenix, Euros and the Hotknife without ever doing a single mission in the game, including the first mission where we meet Big Smoke. All from following this video. [:

It's amazing when stupid comments are made by people like you. The doors on all "suspect" vehicles can easily be opened on the Vigilante Missions. My advice to you is to learn how to play the game before making another obtuse comment.

I'm on my way to getting this. I am doing Master Saves on my PC and collecting cars. I was starting to doubt that this works but I got a Hotknife! Going to continue until I get the Phoenix and Euros next.

@Ceielo You can get Phoenix from street race, which you can find at Wang Cars, and you buy Euros after completing export/import-mission. Hope this helps ;)

It usually takes several tries to get the Phoenix to appear, and it doesn't matter which law enforcement vehicle is used.

The Turismo, Bullet, and Phoenix are extremely rare for the Vigilante missions. I got lucky with this video; I'm guessing it took me hundreds of tries to get all of the rare car videos completed, and I never got the Bullet to appear again. The Bullet has only ever appeared once in the Vigilante mission for me, and I wasn't recording the game when it happened.

Yes, the Bullet is very easy to find, but the purpose of these "Vigilante" videos was to show how rare vehicles are also found in the Vigilante missions.
If you need to know to get the Bullet at the very beginning of the game, then here are two videos that show how to get it (without doing the Vigilante mission):

This video makes it look easy to get, but it actually took dozens of tries until the Phoenix appeared as the suspect vehicles. It's very rare that the Phoenix appears.

You can get the Phoenix without blowing up it up in the mission A Home in the Hills, minion12311. All you need to do is kill Big Poppa, and that can be done by shooting him while he's in the Phoenix with a Sniper Rifle (usually at close range); I've done it before, and so have other people (at GTA Forums).

It's the only way to obtain it without cheats until the Street Races are unlocked, which is much later in the story missions, Noobkilla99786. The only other way to get the Phoenix is during the mission A Home in the Hills.

yeah sorry, Noobkilla99786, there's only three ways to get the Phoenix in the game, and that's not one of them. I made this video to show that it's possible to get it very early in the game, just in case someone wanted to try and obtain it.

i chased big poppa and got out and sniped him and the doors were locked so i had to push it to my nearest garage lol
