it doesn't sound like you know it very well, sorry. head voice is the name of the register, falsetto is when there is no vocal chord closure thus letting a lot of air escape and producing a breathy tone. the high note here has too much closure to be falsetto, its all full voice.

He's practiced a lot and seamlessly transitions... he definitely starts in chest voice, then transfers to head voice then, to me, it sounds like he hits a falsetto... plus there isn't a total consensus about falsetto and head voice... ehh it's subjective... thanks for responding!!!

It is NOT subjective, this isn't my "opinion". Many of the top vocal coaches(such as Jaime Vendera, Brett Manning) will agree. Head voice is the name of the register, falsetto is a vocal mode in head voice (air flow without cord closure/compression). Jim is not using falsetto here, I can hear the cord closure, I'm sorry if you can't, even reinforced falsetto doesn't sound this compressed, its also only a G#5, I've heard him hit D6 in full head voice.

I probably had inferior vocal coaches.. yes I've heard him go higher as well.. no this isn't all that high... yes I can do the scream... no it's not all that impressive... head voice is indeed a register and falsetto is a physical phenomenon. I have a sneaking suspicion we are largely talking about the same thing, but since you're more aware of the top vocal coaches than I am, you're probably right. It still sounds like falsetto to me and it always will.

All you have to do is find the break between your chest voice and falsetto then pull back until it's a smooth transition. Then all you have to do is work on it and in a few weeks, maybe less, you can do it. I've never heard Vince Neil do a high scream.
