neru, along with haku were created because of fans that did bad covers of songs and using the voices wrong, thus creating these two "Voyakiloids"

her name even means “Got bored. Going to bed.”

i dont think Yamaha would make a character like that to be honest.

For something more accurate and detailed, just look up Neru Akita. I don't know where you got the idea she was a voyakiloid like Haku.
