I happen to know exactly what Jay wrote this song about. It's about a flood that happened in southern Illinois in (I believe) the 90s. Not sure exactly when it happened... it was before I was born.
the Great Flood of 1993 and the waters in Ste. Genevieve, MIssouri (not So. Illinois) are referenced. More a story of personal loss with the flood as a metaphor.
