If it's only $23k of debt, why don't these kids just spend 2 years in a minimum wage job before school? Or just live thrifty for a year afterwards? I know, it's because this generation's god given right to have their own house, car, ipad/iphone, and weekly alcohol/dining expenses. However I do sympathize with people who can't get a job after school.
