It is Congresss obligation to at least investigate to determine whether in fact the Bush/Cheney Admin, among other things, purposefully manipulated intelligence bringing us into war, whether they knowingly ordered the illegal use of torture, whether they knowingly exposed covert agents for political purposes & whether they obstructed federal investigations.

I think he won't. Listen to what he says, and listen to how he says it. If he does order a prosecution, as would be the action of someone upholding the Law, I recommend he hires trustworthy bodyguards.
But, again, I think he won't move against Bush. That would, however, mean any future suspect of war crimes and breaking the Constitution only has to point to Bush and say, "But he wasn't punished, so why me?"
Of course, everybody knows that Bush has broken numerous laws, but so has Obama ...
