He's basically making fun of how the typical american, or english, are so ignorant they are gullible enough to believe "Jak sie masz" is part of the kazahkhstani language. This film, also get's it's comedy through clever satrical scenes and comments. Borat is a personification of prejudice (or the american), and shows how absurd Borat (prejudice) is in this world.
