Safety isn't always defined by how well lit something is - often it can be simply how alone things are. If you're walking alone in an area that isn't well populated (just about anywhere on the rail lines in Wellington at night), then the safety risk increases.

In my experience at least, the better maintained subways tend to be the ones most used, IE Wellington, Waterloo, Petone.

In this case, also - who pays maintenance on these? Is it Kiwirail/Tranz Metro, or the city councils?

Epuni, Naenae and Taita were all built about the same time and to a similar design, until the early 1980's all of the Hutt Valley Station were staffed. Naenaes subways length is an issue. Of all three Stations, Epuni is the best followed by Taita then Naenae the worst of all. UpperHutt subway has just been upgraded improving it big time.
