supposedly, 2010 VGC rules allow you 2 of a list of Ubers along the lines of Ray, Ho-oh, Lugia, Giratina, Kyogre, Groudon, Palkia, Dialga etc

but you've got Darkira, Arceus, Shaymin, Jirachi, Celebi, Mew and such totally banned
