To be fair to this woman, having read the poem ( about 10 times), it's actually an interesting and cleverly put together little master-piece, with nice allusions, metaphors, similies, alliterations, and such like poetic devices. I would argue, however, that it is a 'writerly' poem - in spite of its poetic finess - rather than a readerly/performing poem. In such an atmosphere, one cannot be asked to THINK HARD, and connect all the imageries and sometimes complex metaphorical tropes.
I must be missing something because I didn't think it was that bad. There's usuaully alot of pressure on the inagural poet so it's probably not going to be the best but it was not at all as bad as everyone is making it out to be.

Grass grows when it is sunny. People walk when they have shoes on their feet. I buy shit with money sometimes visa. Stairs go up they go down they do not go sideways. The president is a black guy. One time I went to the zoo. I make observations of things I see in my daily life.

This is a horrible excuse of a poem, and one that my kids use in their kindergarten classroom when they don't feel like actually working. "I tried" is not good enough for this President.
