The original MOTU figures were based on the same generic design as a practical cost-cutting measure. They all had (usually) different faces with different paint jobs, but on the same type of body. The TV cartoon, of course, was based on the action figure line. That being said, Skeletor having a flesh body with a bare skull for a head, makes for a more interesting character than a plain skeleton. He's half man and half demon, that's way more cool.
