Sorry to say, but you're never going to get this guy for perjury. Firstly if it was filed with a false identity you'll never find him without a court order to compel YouTube and his ISP to help you. Secondly for it to be perjury you have to prove he had intent to lie. If he can show that for some marginal reason he believed he owned copyright on those clips, he's free and clear. Sadly that's easier to do than it should be. If his identity is real you have a decent chance in civil court.
It's easier than it should be honestly...if he can claim that an automated program of some kind flagged the videos as infringing, and the DMCA notices were sent automatically as a result of that, then he can claim ignorance. That is still punishable by the way, but only as a "filing a false claim" and not a more serious perjury charge. Basically a judge could fine him and award court fees.

I doubt he'll be given someone else's personal information, because for people who use the function properly they're considered the 'victims'. The counter-claim, with all of Richard's personal information is sent to the accuser. However, if that person does not give proof that he/she has taken legal action against Coughlan after 10 days, then he wins the case. If 'Paul Kent' continues to recieve counter-claims but does not take legal action he will lose his YouTube account.
