You can read the text of HR 1955, it's very short. It doesn't create any new crimes or give law enforcement any new powers, it simply establishes some grants and committees to look into the problem of homegrown terrorism and how to prevent it.

We should be worried about what ideas they might come up with, but this bill itself is more bureaucratic than tyrannical.
