First off, Blazing rasengan? That require a fire nature and/or fire style. Naruto DON'T have both.

Second, he never learned how to combine his nature with his moves when he was a kid.

And third, he never used that on kabuto. The only time he used it on kabuto was when he was helping the big breast old women and he done it for the fist time, which was the normal one.
