@Namord Yes it is. To restore every single thing the computer needs to be reformatted to brand-spankin' new. Using the installation disks to start up your machine (put it in your computer and hold down 'C' on your keyboard as you start up) you have the option to Restore from a Time Machine Backup under the "Utilities" menu bar option
@interlacedinc Can you select certain folders from your external hard drive if you are doing a clean install and restoring time machine, or will it automatically just put EVERYTHING back?
@burgandyblood the automatic restore feature I posted for Namord restores everything. To restore individual files you have to manually open the backup drive in Finder, navigate to the folder for your newest backup, and drag files back to your clean HD.
