Average human eyesight can easily see images or text displayed for 1/250th of a second, and the human brain likes all those frames to be crammed in as often as possible.
200hz is better than 100hz, the difference is immediately obvious when viewed next to each other.
to put it simply, hz means like FPS (frame per second) when you playing game, the higher the framerate, the smoother the graphics is. (sorry for my english :) , search google for more..
it is the difference between juddering images in action scenes or silky smooth more lifelike images.
many tvs boast things such as 'Led backlighting' which will greatly increase contrast but if you are looking at a new tv i would make a 200hz tv your priority. it is (in my opinion) the feature that will really make video look closest to real life, it also makes the image much easier on the eyes... look in a store to see the real difference,

oh yeah, too bad my samsung lcd screen suffers compared with sony,s bravia series.
cuzz my lcd tv is only 50hz, and the picture looks very soft,duo a spatial noise filter wich blurs images down to reduce noise and it also uses a teperal noise filter resulting in motion blur,and it,s also not fullhd.

that,s the problem consummers getting confused with what hz really is,50hz is NOT 50 pictures per second,but it,s 50 fields per second,
meaning 25 images are splitted into 50 fields
another problem is fps can stand for frames per second or fields per second,cousing more confusion.
why not complete frames per second cfps to make it more clearer.
okey today,s tv,s are progressive requiring complete images.
so all field images needs to be converted back into full frames.

Oh sorry I mixed up hz with frames.
Even if you record a 50hz TV and a 200hz tv and play them side by side on a 200hz tv they will look the same.

refresh rate doesn't necessarily improve the picture quality just frame rate..
